Major PFAS producers plan expansion to supply AI data centres and chipmakers

A survey of leading manufacturers finds that artificial-intelligence infrastructure is driving new production of persistent chemicals just as European regulators broaden monitoring and restrictions.

AI demand reaches the chemicals sector

Most of the world’s 10 largest producers of per- and polyfluoroalkyl substances plan to increase production, according to a manufacturer survey by the Swedish chemicals organisation ChemSec reported by the Guardian on September 14. Companies are tying new capacity to demand from artificial-intelligence data centres and semiconductor production, creating a new industrial-policy conflict around chemicals valued for their performance but notorious for environmental persistence.

The plans span Europe, Asia and North America. The Guardian identified proposed or ongoing expansion by manufacturers including Daikin, Arkema and Chemours. Arkema has linked a new $60 million Kentucky unit to growing data-centre cooling needs, while Chemours markets fluorinated liquid-cooling systems for advanced data centres and AI hardware. Other surveyed producers cited batteries, electronics and semiconductor fabrication as growth markets.

Useful properties, lasting liabilities

PFAS resist heat, water and corrosion because of exceptionally strong carbon-fluorine bonds. Those properties make them useful in chipmaking and in immersion cooling, where server equipment is placed in a low-boiling fluorinated fluid that carries heat away. The same chemical stability means releases can remain in water, soil and living organisms for very long periods, turning present production decisions into potential future cleanup costs.

The survey does not show that every planned facility will release the same substances or at the same rate. Manufacturers also argue that closed-loop cooling can reduce water and energy use. The central regulatory issue is therefore not whether every PFAS application is identical, but whether rapidly scaling production is accompanied by adequate disclosure, emissions controls, waste treatment and credible substitution plans.

Regulation is moving in the opposite direction

European policy is already tightening. The European Commission says member states have monitored PFAS in drinking water since January 2026 and that food-contact packaging above specified PFAS limits has been barred from the EU market since August. The European Chemicals Agency is also assessing a much broader restriction proposal, while industrial-emissions rules are set to require additional reporting.

The next policy contest will concern exemptions for strategically important technologies. Chipmakers and data-centre operators are likely to argue that some uses lack technically viable substitutes; environmental authorities will have to test those claims against the scale of projected production and disposal. Decisions made during the AI construction boom could determine whether Europe’s planned PFAS phase-down shrinks overall use or merely shifts it toward high-growth industrial sectors.
