Satellite analysis finds construction surge at Iran’s Pickaxe Mountain complex
New imagery points to heavy road use and probable internal construction near Natanz, while leaving unanswered whether nuclear equipment has been moved underground.
Activity beneath the mountain
New satellite analysis has identified a marked increase in construction activity at Iran’s deeply buried Pickaxe Mountain complex near Natanz. Sky News reported the assessment on September 9 after researchers compared radar and optical imagery covering the site’s roads, tunnel approaches and hardened access points. The evidence indicates unusually heavy use across the complex in 2026, but it does not establish that uranium enrichment or another nuclear process is taking place there.
The underground complex lies roughly two kilometres south of the damaged Natanz enrichment facility. Analysis cited by Sky found more road activity than at any other point in the site’s six-year construction history. Hardened surfaces have appeared near tunnel portals, spoil piles have been reduced and access areas have been reinforced. Researchers assessed that the work may be shifting from excavation toward internal construction, although exterior strengthening is continuing.
That distinction matters because open-source imagery can show physical change without revealing the equipment or material inside a mountain. The analysts explicitly said their findings neither confirmed nor disproved reports that Iran moved centrifuges into the complex. They also found no comparable change at the adjacent Natanz facility. The defensible conclusion is therefore that activity has accelerated at Pickaxe Mountain, not that a new enrichment plant has been verified.
A verification gap meets military pressure
The timing raises the stakes. President Donald Trump renewed a threat to strike the site after saying the United States had observed activity there. Al Jazeera separately reported that warning while covering the confrontation over Iran’s nuclear programme. A threat is not an attack, and no military action against Pickaxe Mountain had begun when this article was prepared, so the development does not qualify for a strike alert.
The broader safeguards dispute makes independent verification harder. In a September 9 statement, the European Union said Iran had suspended cooperation with the International Atomic Energy Agency and had not provided inspectors with requested access. The EU also said the agency had lost continuity of knowledge regarding previously declared nuclear inventories and enrichment capacity. Those official concerns do not prove what is inside Pickaxe Mountain, but they explain why satellite indicators are receiving exceptional attention.
The next test will be whether Iran permits inspectors to obtain declarations or access relevant facilities, and whether newer commercial imagery shows continued hardening or the installation of support infrastructure. Policymakers will also watch whether Washington treats the construction as evidence requiring diplomacy, surveillance or force. Until direct inspection or higher-confidence intelligence becomes available, the site should be described as active and opaque rather than operationally nuclear.
