St Petersburg orders plans to convert nine metro stations into civil-defence shelters

Metro infrastructure enters civil-defence planning

The St Petersburg metro has commissioned planning work to adapt parts of its network for protective use during emergencies, according to Meduza's September 10 report. The tender calls for a technical and economic assessment covering nine stations, four tunnel compartments and 35 kilometres of track. Contractors are expected to identify ways to complete, retrofit or adapt unfinished infrastructure so that it can perform civil-defence functions.

The assignment is broader than simply designating platforms as temporary shelters. It requires analysis of engineering constraints, including changes in groundwater and urban development around the network. The specification considers technological disasters and fires among the scenarios to be assessed. The resulting study is therefore a preparatory decision rather than confirmation that construction has begun or that the designated sites are already safe for public sheltering.

War changes assumptions about city safety

The project follows a wider inspection of shelters across St Petersburg. Meduza reported that authorities examined more than 2,600 addresses in 2025 and concluded that most facilities required repairs. The review now takes place against the background of repeated drone alerts and attacks affecting St Petersburg and other Russian regions since the full-scale invasion of Ukraine.

Ukraine has openly warned that Russian airspace is becoming increasingly exposed to drones and missiles directed at military targets and war-supporting infrastructure. In a dated September 1 address, President Volodymyr Zelensky said Ukraine had notified airlines, insurers and international partners about the danger. That statement does not establish the details of St Petersburg's tender, but it independently documents the strategic environment in which Russian cities are expanding protective planning.

What the tender does and does not mean

The decision is significant because metro systems can provide deep, distributed urban spaces, but converting them into dependable shelters requires ventilation, power, water, sanitation, access control and communications. A feasibility study must also determine how emergency use would coexist with normal railway operations. Nine stations cannot by themselves provide comprehensive protection for a metropolitan population, so the project should be understood as one component of a broader civil-defence network.

The next evidence to watch will be the contractor selection, publication of a timetable and budget, and any disclosure of which stations are included. Authorities will also need to explain occupancy standards and whether residents near the chosen sites receive clear emergency instructions. Until those steps occur, the news is a concrete planning and procurement decision, not the completion of new shelters.
