Witkoff and Kushner meet Zelensky in Kyiv after Moscow talks

U.S. envoys Steve Witkoff and Jared Kushner met Ukrainian President Volodymyr Zelensky in Kyiv on September 6, following talks with Russian President Vladimir Putin in Moscow the previous day. Their first visit to Ukraine during the full-scale invasion brought Washington’s diplomatic effort directly to the Ukrainian capital, with European officials also participating.

The delegation arrived by train from Poland, and Zelensky welcomed the Americans outside Saint Sophia Cathedral. National security advisers from Britain, France and Germany traveled to Kyiv for the discussions. Their presence placed Ukraine’s European partners alongside the American mediation effort at a moment when the terms of any eventual settlement remained unresolved.

A limited pause around the negotiations

The visit followed a narrowly defined Ukrainian commitment on airstrikes. In a September 5 statement, Zelensky’s office said he had spoken with Witkoff and Kushner and was ready to refrain from attacks on Moscow for the remainder of Saturday, Sunday and Monday. He expected Russia to reciprocate by withholding strikes on Kyiv. The presidency also confirmed that the next day’s diplomatic programme with the American team had been approved.

That undertaking concerned the cities involved in the negotiations. It did not establish a nationwide cessation of hostilities. The Kyiv Independent reported that Russian attacks continued elsewhere in Ukraine overnight, including in the wider Kyiv region. The distinction matters for assessing the diplomacy: arrangements protecting a negotiating visit can operate while military pressure continues beyond the locations they cover.

Winter support and the next negotiating steps

The Kyiv discussions addressed winter assistance, security and economic guarantees, and Patriot air-defense supplies, according to Zelensky’s account reported by the Kyiv Independent. He indicated that Ukraine was preparing for the war to continue into winter. These subjects connect the immediate need to sustain Ukraine’s defenses with the longer-term question of how any peace could prevent renewed aggression.

The next test is whether the visits produce an agreed negotiating schedule and concrete commitments. Zelensky referred to further discussions involving Ukraine, Europe and the United States, but dates and locations were not announced in the inspected report. The limited restraint around the capitals also creates a separate, immediate question: whether it survives its stated window or is extended through a further agreement.
