Sanz said the intelligence service warned him on July 29 about social-media messages circulating in groups with a combined 180,000 members. According to his account, he relayed the information to government delegate Miguel Ángel Pérez Triano the same day. The report says the intelligence message raised the possibility of a large movement by land and sea during Morocco's Throne Day celebrations, when security resources might be occupied elsewhere.

The dispute has consequences beyond personnel. The European Commission says the July crossings were sufficiently large to justify €114.7 million in emergency support for Spain. The money comes from the Asylum, Migration and Integration Fund and the border-management instrument. It is intended for surveillance technology, additional staff and equipment, screening facilities, reception capacity—including for unaccompanied minors—and returns of people without legal permission to remain.
