The European Union averaged 13.3 primary-school pupils for every teacher in 2024, down from 14.2 in 2014, according to Eurostat data highlighted by Euronews on September 10. The decline occurred in 23 of the 27 member states. It suggests that teaching resources grew relative to pupil numbers across much of the bloc, although the ratio is not the same as classroom size and cannot by itself measure educational quality.
The EU had 23.2 million primary pupils in 2024. Enrolment fell by 0.2 percent, or 35,153 pupils, from the preceding year but remained 2.9 percent above the 2014 total. France had about 4.1 million primary pupils, followed by Germany with 3.3 million, Spain with 2.8 million and Italy with 2.6 million. These totals reflect population size as well as differences in school-entry ages.

Luxembourg and Slovenia recorded the largest decade-long enrolment increases, at 21.4 percent and 18.2 percent respectively. Poland’s primary population fell by 25.7 percent, while Croatia and Portugal posted declines of about 10 percent. The divergence matters for public planning: fast-growing systems need additional classrooms and teachers, whereas shrinking systems must decide how to reorganise schools without cutting access in smaller communities.

Nearly 1.9 million primary teachers worked across the EU in 2024. Women accounted for 85.6 percent of them. Only 19.7 percent of primary teachers were younger than 35, while 38.1 percent were at least 50. Italy and Lithuania had especially old teaching workforces, increasing the importance of recruitment and succession planning even where pupil numbers are stable or falling.
