The European Commission has signed off on exemptions allowing Ukraine to use its EU-backed defence financing to obtain critical products from outside the bloc, including components for American-made PAC-3 Patriot interceptors. The Kyiv Independent reported the final authorization from Brussels on September 11 after member states had supported the approach earlier in the week. The exemptions sit inside a €6.1 billion procurement plan under the larger Ukraine Support Loan and remove a regulatory obstacle to purchases Kyiv considers urgent.

The €6.1 billion plan is part of a €90 billion EU support loan for 2026 and 2027. Official Commission material says €60 billion of that total is intended for defence and €30 billion for budget support. For 2026, €28.3 billion was allocated to strengthening defence capability and industrial capacity. The Commission announced the underlying procurement approval on August 24, while a September 9 institutional statement confirmed member-state agreement on the Patriot exemption and linked the next planned disbursement to protection of Ukrainian airspace.
