A subsequent Council decision on July 30, 2026 amended the Ukraine Plan to reflect an additional €8.3 billion in financing for the year through the Ukraine Support Loan. It introduced further steps on the rule of law and anti-corruption. That dated institutional record establishes a continuing reform agenda alongside financial support for a country defending itself against Russia’s invasion.
