His prepared statement, reported by Sky News on September 11, presented the figures as a British military-intelligence assessment rather than a verified Russian count.

Neither figure can be independently audited from public Russian records, and wartime casualty accounting is inherently uncertain because governments disclose incomplete information and apply different definitions to missing, wounded and permanently disabled personnel.

The death estimate is consistent with an earlier formal British statement to the Organization for Security and Co-operation in Europe. On June 3, the UK delegation cited Government Communications Headquarters intelligence indicating that nearly 500,000 Russian soldiers had been killed. That official statement also said Russian territorial advances had slowed in 2026 even as missile and drone attacks continued to produce heavy civilian harm.
