Britain is spending about £56,000 for every person returned to France under its bilateral “one in, one out” migration scheme, Home Secretary Shabana Mahmood told Parliament’s home affairs committee on September 15. She said the figure may need to be updated in writing but argued that it was comparable to, or lower than, the annual cost of accommodating one person in a hotel.
About 1,400 people have been removed to France since the arrangement began in August 2025. Under its basic exchange, Britain can send back a person who arrived by small boat while accepting an asylum seeker through a legal application route. Some of those returned have subsequently re-entered Britain, according to the Guardian’s account of the committee hearing.
The British government originally paired the returns agreement with a £100 million border-security investment. An official Home Office announcement said the package would support the pilot, add up to 300 National Crime Agency personnel and expand surveillance, intelligence and equipment directed at smuggling networks. That programme shows that the £56,000 figure is only one component of a broader enforcement strategy.
