Britain's transport secretary summoned the chief executive of National Air Traffic Services for a briefing on September 9 as the consequences of a major air-traffic-control failure continued into a second day. Martin Rolfe faced Heidi Alexander after cancellations passed 2,000 and airlines intensified demands for accountability. Flights had resumed, but displaced aircraft and crews left schedules vulnerable to further disruption.

The initial failure began around midday on September 8 and affected departures from Heathrow, Gatwick, Manchester, Stansted and other airports. Congestion then restricted arrivals, causing diversions and leaving passengers stranded inside and outside Britain. Independent aviation data cited by the Guardian put the cancellation total above 2,000, including roughly 1,750 flights on the first day. Euronews separately documented continuing cancellations and recovery work on September 9.

The government and aviation regulator already had an extensive reform record to measure against. A Civil Aviation Authority-backed review of the 2023 NATS failure produced 34 recommendations covering NATS, the regulator, airlines, airports and government. The official review estimated that the earlier incident affected more than 700,000 passengers and cost passengers and the aviation industry between £75 million and £100 million.
