The United States is redirecting $52 million in military assistance from four countries in Europe and the Middle East to four governments in the Americas, according to a State Department notification to Congress reported by Euronews on September 15. Funding previously intended for Iraq, Tunisia, Slovakia and North Macedonia will instead support Colombia, Ecuador, Peru and Panama. The affected donor-side recipients are still expected to receive some assistance, although the remaining amounts were not disclosed.

Congressional scrutiny is the next important step. Lawmakers can examine whether the transfer weakens existing missions, demand details about end-use monitoring and test whether recipient governments meet human-rights and accountability requirements. Officials will also need to explain how the $52 million relates to the much larger security package previously discussed for Colombia. Until programme documents are released, the reallocation should be understood as a notified policy shift rather than evidence that every dollar has already been obligated or delivered.
