The Trump administration will seek $45 million in new security funding for Ecuador, Secretary of State Marco Rubio announced during a September 9 visit to Quito. The proposal is not yet the same as fully appropriated or delivered assistance: its final availability depends on the United States funding process. Even so, the announcement signals a substantial expansion of Washington’s partnership with President Daniel Noboa’s government.
Rubio also announced a separate $10 million initiative aimed at illegal gold mining, gang recruitment and drug trafficking. Washington plans to transfer one coast guard cutter and five interceptor vessels to Ecuador’s navy. Al Jazeera reported that the package would build on seven vessels delivered earlier in 2026, giving the cooperation a strong maritime focus around Ecuador’s Pacific ports and offshore trafficking routes.
The partnership also faces scrutiny over due process and civilian protection. Critics have questioned lethal US operations against suspected trafficking boats and Ecuador’s militarised domestic response. The next points to watch are whether Congress funds the full $45 million, the conditions attached to the vessel transfers, and whether either government publishes transparent measures for identifying targets, investigating mistakes and monitoring the human-rights impact of joint operations.
